Although Flyertalkers may be interested in such services for the miles churn, unfortunately the largest market would be people having trouble paying their mortgage, and are putting off the default by maxing out their credit cards too.

This isn't a great deal for the card issuers, and might have demanded fees high enough that it was no longer viable.
