It depends on what rate you signed up for. Some require 24 hour cancellation, some 3 day, and some don't allow any! However, given a rate dispute where you have a record of a reservation with the lower rate, and you made a good faith effort to resolve it before cancelling, I think most hotels would waive the cancellation fee.
