Too many variables.
Let's see, you have to:
-clear immigration
-clear customs
That can take 45 minutes.
If your flight is delayed an hour, you now have 1:15 at Newark.
Boarding starts 30 minutes out.
Now you are down to 45 minutes of lounge time for 32USD.
I wouldn't do it, but that's just me.
