The Maurya in Chanakyapuri or the Taj Mahal hotel on Mansingh Road near Khan Market/Lodhi Gardens aren't positioned any worse than the Oberoi for an international arrival-city tour-domestic flight departure itinerary.

If anything, I'd consider both to be somewhat better positioned than Oberoi for seeing the city.

I would not be walking from the Oberoi to India Gate or the area around Rasthrapati Bhavan and the Parliament -- it's neither a pleasant nor short walk.
