No one has a problem with changing the ticket number. The problem is not providing a receipt with that new ticket #.
This can be a problem for a number of reasons:
- IROPS are often easier to deal with when you have the full receipt. I always bring a printed copy with me. Multiple times having it with me was the difference between getting home or being stuck.
- It's easy for other airlines to search by ticket #. You may need to provide this so they can verify you have an outbound ticket. Otherwise they might not let you fly - certain countries and airlines are sticklers about this.
- Not having ticket # match could make it hard to expense your travel. Some companies are really anal about this. Including mine.
- As already noted, getting FF miles credit can be a problem as well.
Delta is being sloppy here and it's an important detail to get right.
