You're getting confused. That's just one type of award. It's one of the OneWorld award types, I forget which.
But AA has all sorts of different awards types and not all of them have this restriction. THeir All Airlines awards (which has to do with which airlines are partners of AA, not just which ones are OW) doesn't have a "two oneworld partners' requriement*, and uses a different award chart:

*This type of award not only doesn't require two oneworld partners, it doesn't require
any oneworld partners. For example, it can be solely on Air Tahiti Nui, or Alaska Airlines, or any of the non-oneworld partners that AA has. But it can also be on a single oneworld partner, like BA.
