All airlines do have airside transfer counters in HK.
I am sure CA has departures all day long, so they should be staffed and able to issue your BP.

An arriving C BP on LH will get you into RCC (tried that when departure was on PR).

All that procedure Deplaning, Transfer Counter, Security, Train back to RCC will cost you about 30min.
