In many Asian countries they will usually go to the first available page. When the passport starts to fill up they will then hunt for any available space. I've had stamps on the amendments page, the back cover, and a Japanese visa sticker on the crease between two pages.

Again, many countries will look for the arrival stamp and attempt to stamp the exit stamp next to it, if possible.
