Yes, a travel agent can issue a ticket with the voucher, but they get no commission, so there's no incentive for them. Also, I believe they cannot issue a residual voucher for the amount left over.

However, you can mail your voucher to AA in Dallas. I do this all the time, and it's very convenient.
