The travel packs are designed in my opinion to offer a slightly cheaper rate to a limited number of advanced users (that know about the travel packs) that if Rogers didn't discount a little bit from the normal extremely high roaming rates would find other options.
If you are lazy, and like the convenience of the travel packs and you are on a short trip abroad you can make a case for them. But you are always going to save lots of $$$$$ if you locate and learn how to use a local SIM from the country you are visiting or use one of the many travel SIM companies out there.
