There are a few carriers that you do earn mileage (in some instances reduced mileage) on all paid fares (exc. staff travel) - at least in the airlines own program. The ones that spring to mind are Qantas, Emirates, American(?), Virgin Blue, but I am sure there are others. However even with QF/AA which are both quite generous for "self earning", there are fares for travel on QF that earn on QF Frequent Flyer but not on AA Aadvantage -and vice versa.
