Silly me -- I was temporarily in a *A state of mind, where "Z" is deep discounted business class (like AA "I"). Deep discount business absolutely shouldn't get the free heli. As for the F reward ticket, I can understand why they would't, it's extra cash out of AA's pockets. They can just raise the full J/F fares to compensate for the cost of this program...
