Friend had her baggage stolen...advice?

A friend of our family lives near Seattle in Snoqualmie, Washington. Last week, she flew Alaska Airlines and realized upon arrival at SEA, her suitcase was missing.

She went home and received a phone call a few hours later informing her the suitcase had been located and it would be delivered between a set range of hours (something like 12 noon and 5pm).

Around 8pm, she decided she had waiting long enough beyond the deliver time range and needed to go out for some errands. She put a note on her door that said something like "Please leave the suitcase" and went on her errands.

Upon returning, the note was gone and there was no suitcase. She called Alaska Airlines (perhaps the next morning, I don't know) and was informed the suitcase was delivered and they have the note giving them permission to leave it unsigned at her door.

She finds this appalling as she lives in a rural location where she hardly needs to lock her home let alone have something stolen from her front door. She is convinced the delivery person saw this as an opportunity to steal her suitcase.

Bottom line, she shouldn't have left the note but also feels Alaska isn't playing fair.

Any opinions or advice on what she should do? She told us that a police report has been filed but I don't think the lost luggage rep at Alaska Airlines is willing to do anything for her.
