I think it depends on the kid. My 7 year old is better behaved (even by himself) than many adults I fly with. There are worse seat neighbors than a 9 year old with a movie player and a DS, he's not an infant.
But ultimately depends on the kid. This could also quite possibly be horifically inconsiderate. Since we won't solve that here, let's move on.
