Get ready to write the check. The TSA has a duty to protect the traveling public which was blatantly violated. They are going to be the first target, as they have the biggest wallet. There is no way that proper security procedure was followed in allowing this individual through the checkpoint.
She will not only have legal claim to damages, but it will most likely grant her the right to remain in the United States, regardless of her status.
This happens all the time.

The TSA may have a duty to protect the traveling public
against threats to transportation, but that does not include a duty to protect an individual from an illegal act committed by another individual.
