Delta seems behind the curve on the weather waivers. The last big storm in the Mid-altantic in December, Delta was close to a day behind UA and US with the winter weather waiver . Around Xmas they were close to 12 hours behing UA and AA in the waiver for the Midwest.
Why Delta is behind the curve is anyones' guess.
Because in 12 hours, you can probably get quite a few people desperate enough to pay fees and such. Why waste those profits?
To be honest, given some of the recent bag fee-ascos, I wouldn't be surprised if Delta didn't raise change fees.
