Just remove the keys! Or bring an engineer in, ask him to remove a critical component that would make the aircraft unairworthy (obviously informing the operator that it should not be moved!), then return previously removed component once the bills have been paid. That was the favoured approach by my boss when I worked at an airport and people didn't pay their bills!
