I was wondering the same. I called yesterday and was told that because PHL isn't a Delta hub, they are less likely to issue a waiver than US who has alot of flights out of PHL. I would think that, based on accuweather saying that DC to NYC are going to get slammed, they would issue it to allow people to change.

My mom is in Florida and was scheduled in late Friday night. US had their waiver issued yesterday morning, and she has already rescheduled her flight.

I'm even willing to pay a change fee to get home to PHL before the storm, but I get this error when I try:
