It depends on your state law, obviously, but most states provide a means of suing a defendant even if the defendant doesn't have a registered agent in the state. For example, in certain states you can serve the Secretary of State if the entity is doing business in the state without a registered agent. In others you can serve the registered agent in the entity's home state.

You could check with the local court where you would file the small claims suit; they might be able to tell you what the rules are for service of process.
