I missed about $18 worth of tolls between 2003 and 2007 and never paid them. I got a bill from IDOT in 2008, appealed, and lost. I talked with my attorney and he looked into the IL statutes. Apparently the fines constitute and "administrative penalty" which are enforced to a T, have no wiggle room for negotiation, and because of their "administrative penalty" classification, can't be tried in court (bogus!). Grudgingly, I paid $987, then got an iPass.
