We used to get those complaints at my Hampton. There are 2 sets of curtains: sheers and blackouts. The blackout curtains are usually pushed as far open as they can be so they are kind of hidden behind the decorative curtains beside the window. You have to look behind the sheers, all the way to the sides. We solved the problem by not pushing the blackouts so far open.
I had to discover this myself recently at a Hilton (I think it was the Capital Hilton in DC). We're used to the heavy curtains being on the inside of the sheers, but in the case where there are fixed, decorative curtains the blackouts are on the window side of the sheers. Now I know.
