Not that this helps your complaint, but for background information, this hotel has a very large contingency of PLTs who are here weekly, so I would never expect an upgrade during the week, and even though it is not an excuse, the staff might be slightly jaded by Platinum since most of the guests at this hotel are.

They also apparently have some contract with the Military which takes up several of the upper floors at times (by contract requirement ), forcing them to downgrade even their most valued PLTs to lower floors.

That said, a double bed and room that smelled of smoke is definitely unacceptable, and I would ask for compensation or recommendation.

As far as the valet, it has always been horrible. It has been brought to the attention of management several times AFAIK but never been resolved. For next time, you can usually find street parking next to the hotel and should be fine as long as you are out by 8 or so.
