Do not underestimate the impact of this A class capacity control. In using sales office upgrade certs valid from full C fare to A on international flights, I have found that many flights get 0 A seats allocated until 4-6 weeks before flight time, and they remain very stingy with that inventory. This is NOT like domestic A, where they usually release all but two seats in first for upgrade use. You may find it really hard to get into international first with the new VIP2s (I don't know about how available that business award inventory has been historically).
