I don't know if the $10 fee is a new thing, but when we flew down to PUJ in 2004, we didn't have to pay it. We also had an air+hotel all-inclusive package through US Airways Vacations.
On the side, did you get the live music welcome on arrival? I love that airport. It's so small yet lively and the outdoor feel is nice! Reminds me of Palm Springs PSP.

Yes, we got the live music welcome, along with the picture taking party. I was a little worried about what they were doing with all the pictures, since I figured we would see them and have an opportunity to buy them before we left the airport. I only realized on our return out that that is where we could buy them. Definitely a great airport - I love the airports that are mostly outside like those in the carribean - wish we had the weather to pull that off here!
