Nope, not anecdotal. I have always been treated rudely in Montreal because I am a unilingual Canadian. That's the way Montreal is. Quebec City on the other hand, totally different situation. The people there area extremely friendly, regardless of linguistics - I guess because they are more of a "tourist destination" especially "inside the walls" (in the oldest part of Quebec City).
