Firstly, wouldn't you need two transit visas to even think about this?

Secondly, although the rules are murky, it's not likely your transit visa would let you travel beyond the immediate city from where you arrive / depart.

I think it's very very risky. Even if you are let into the country, there are several more points of interaction with officials (and indeed checkpoints around the cities) that could cause you grief.
