WN's Rapid Rewards has floating eligibility over a 24-month basis. Your account web page is nice and clear in showing remaining flights to the next award and how much time you have to earn it based on when your oldest flight will expire. It keeps a separate tracking of 12-month flights for A-List status.
I'd think a floating calendar for award redemption is a bit different than a floating calendar for elite tier status. Especially when a carrier doesn't have elite tiers (e.g., Southwest, JetBlue).
I'm not sure I can explain why it should be different, other than with just accruing flights/points for a free ticket is different from getting a bunch of immediate benefits while flying.
