The way I interpret this is that if you book through for example Expedia.com, your stay does not count towards elite status. However, you still earn Starwood points as normal.

You would earn Starpoints for any eligible charges incurred at the hotel, but the room rate, if booked at expedia.com, is not eligible, so no Starpoints will be earned for that.
