Anyone can start a new thread on anything. If you start it in the right place, it will stay there. If you start it in the wrong place, it will be moved, with a pointer in the original place (which will drop down as it ages). If it's on a topic that already has a recently active thread, it may be merged into that thread. It has to be pretty bad to be completely deleted. The topic you're suggesting is unlikely to be that bad.
As previously posted, this discussion is likely to be airline-specific or at least alliance-specific. So, I'd just go to the forum of the airline or alliance you want to discuss. I'd then start by looking for recently active threads in that forum about this. If you don't find one, click the "New Thread" button, and post.
New forums (fora?) are a different story. Those need discussion and approval. This is where you'd suggest one. People would discuss it, and the TalkBoard would ultimately vote on approving it. If it's approved, it will show up in the list of FT forums along with all the others.

Do you feel that this would justify a forum, where people would post their 'thing' with their respective program?
Mileage Runs has become a huge thing here, but the idea on its own, to my opinion is not greater then mine. (forget the fact that people with >500 posts have become so accustomed to the way it works).
Frankly speaking I don't find FT so well (=clearly) subdivided.
