DTAC in Thailand has international roaming plans available with their pre-paid cards. You just have to get it activated by them. It is easy to do. They cover pretty much everywhere in the region. You can check their website to make sure Cambodia is covered and see which providers they work with. It is more expensive than buying a local SIM in Cambodia if you plan to be making a lot of calls. But for just some occasional use you should be OK.
