I really have no idea of what the problem is with ticketing. I must confess that I have generally been pretty lucky and most of my redemption tickets have been issued and, in any event, well before travel dates, usually within the week. In fact, my penultimate redemption was ticketed so fast that when I called the next day to cancel it, the ticket had already been issued (I was so incredulous that I asked for the ticket #, which was given to me), resulting in my having to pay the change fee

. But, yes, many others have had similar experiences to yours sometimes resulting in loss of reservations for those airlines that require tickets to be issued within a short window.
One solution used by some has been to call again and ask for the ticket to be issued swiftly, stating that they needed it for, eg, visa purposes.
In my old latinpass days, I distinctly recall Latinpass deliberately delaying the issue of tickets for cash flow purposes (they had to pay the airline when the ticket was issued) but I do not think that this applies to BD.
