There are time limited tourist SIM cards now in Cambodia. I bought a 7 day SIM at the bookstore a few doors from the Blue Pumpkin in Siem Reap in July 2009.

Sorry, I don't remember the name of the bookstore or the price of the SIM. They were not displayed, I had to ask the clerk.
