My question is whether it is worth changing to 62A, 62B and 61A instead, so that my brother has the longer seat and (IIRC) access straight out of the seat.
If he's barely 6'2" then a normal seat will probably suffice. If the "or so" means more like 6'3", I suggest he really needs an extra legroom seat like 62A.

Although it is a minor factor, I recall the best views of Table Mountain were when sitting on the right hand side?
Absolutely they are. On my last trip to CPT it was a last-minute booking so the only decent seat I could get was 64A (when it opened up at T-3d) but I really did miss the view on approach.

Frankly, if I were you I'd hold on to 61K and forget about 61B, even if your brother moves to 62A. Someone in 61B can't really talk to people in 62A/B without getting out of the seat anyway. Also windows are generally much nicer on the upper deck than the aisle: much more private and the extra window storage space which also means they feel much roomier than other CW seats - including lower deck windows.

Conclusion: take 62A, 61K, and whichever of 61J or 62B best suits you according to who least minds being alone. But I think I'd choose 61J because it will get some of the Table Mountian view and, more importantly, your brother in 62A can get out very easily (unlike someone alone in 61K) and come over for a chat as much as he wants.
