Non-resident foreigners are technically not allowed to purchase prepaid SIM cards in Cambodia, but circumventing this requirement is pretty trivial and starter packs cost peanuts. Competition is crazy -- they had 8 operators at last check, each with at least three names -- but Mobitel (CamGSM/Cellcard) and Mfone (Camshin) are the big players.
