I've always bought a Thai SIM card upon arrival (DTAC) for 200 Baht when I was last in Thailand. I've found it much cheaper to buy an international calling card and have found the rates to be quite reasonable (<$0.10 per minute for calls to the US). Sorry, I don't know anything about cell providers in Cambodia.
