I just checked the fare basis from Orbitz and it came up as TA14B3SA. As far as I can tell there is no mention of this itinerary not being eligible for MQM. It's not the greatest mileage run on Delta (.5/mile) but being a hub city captive it's one of the better ones that I've seen.
I may just call Orbitz to see if they can confirm that the flights are eligbile for MQM and then book the ticket. Thanks for everyone's responses.

Best fare gaurantee only applies if it's the exact same flights (
date, time, and flight-numbers). Manually put in the specific flight numbers that Orbitz is returning, and see if dl.com returns the same value.
Also, I believe DL gaurantees that their flights will be at least $5 less then travel sites.
I believe the low-fare gaurantee only applies if you purchase on dl.com, and can prove that the same date, for the same time, for the same flight number,
at the time of purchase, is more on dl.com. Then keep complaining until they pay you to go away.
