Sorry, but what's the legal basis for these taxes. It seems that prohibiting a foreigner (or even your own citizens) from LEAVING the country until they pay a ransom is practically kidnapping. If they want the money they can simply levy an entry fee. Makes much more sense and is legally not as problematic. People might have a choice to visit the country but they hardly have a choice to stay and not go home anymore.
