There must be a version of "washing the dishes" at a restaurant where you cannot afford the bill. Maybe they could put people who can't pay the departure tax to work at the airport doing something for a few hours. Or maybe people who can't pay departure tax can sell something from their luggage. I know these things never happen - some fellow traveller always seems to pay.
