Row 8 provides a little more room as it is the exit row. Row 3 should provide extra room as its the bulkhead. Row's 1 or 2 don't exist.
Flights on these planes are short so comfort isn't an issue for me; I usually go for a window seat away from the wing to get a good view. If you're by yourself take an A seat as they are both window and aisle.
Strangely enough these seem to be the only planes where row 13 is obviously skipped. The good people at Saab seem to be superstitious.
As for carry-on, there is little space on board, however they do encourage the gate check. When you get to the plane the baggage handler will check in your bag right there. When you land, they'll be on a cart next to the plane. All passengers need to wait for gate checked bags to be unloaded before they can leave the plane so there's really no advantage speedwise in bringing your carry on on the plane. The only problem bags seem to be large computer bags. I've seen people reluctant to check them in, but unable to stow them on board.
