that was our understanding on the Cook Islands
the ATM was broken so we had no way to get the $150 US to pay exit tax. We had one CC that has cash advance on it which we were able to use but it was touch and go. I asked what would happen if we couldn't pay, was told you stay at the airport till someone sends you /gives you the cash.
