Actually, that's a different problem. Many municipalities have so-called "zero tolerance" weapons policies. Sounds great in theory: bring a weapon onto campus, you're out, no questions asked. In practice, though, it leads exactly to the problems you point out. It's not "out of an abundance of caution"; rather, it's people being caught in the laws that provide no room for exceptions.
