My opinion of what the system should be but is not:

* Free Lower Deck seat selection for non-elites in CW
* Free Upper and Lower Deck seat selection for Golds and Silvers in CW
* Paid Upper Deck seat selection for non-elites in CW

Actual policy

* Free Upper and Lower Deck seat selection for Golds and Silvers in CW
* Paid Lower Deck seat selection for non-elites in CW
