Typically you will be held/refused exit until paid. I've seen this happen in BKK (girl who had overstayed visa a few days forced to cough up $100 or so).

My boss at the time lent her the money and she made her flight - we never heard from her again (shows you how thankful she was - not to miss her flight on a probably unchangeable ticket).
