From what I understand from seeing endless news clips about this last week, the guy earning 900k was putting in overtime and bumping his salary in other ways (similar to how some British GP Doctors get megasalaries.
The real scandal is that many of these controllers are employed at tiny rinkydink airports with under 50 flights a day. (Only 9 of the Spanish airports turned a profit last year with Alicante being the most profitable).
And getting into the profession there... some commentators called it a 'caste' with sons stepping into their father's and even grandfather's roles.

So, 300k -according to most Spanish news reports (I think it was 130Euros an hour, supposedly double the rate paid elsewhere in Europe) for controlling an airport with under 40 flights a day, that's hardly a stressy job.
