Why? bmi publish the earning tables for the program. It is up to us as flyers to ensure that we know what whether the fare in question is earning or not and to what level. Stop being so dramatic and blaming bmi. You need to take some responsibility for your choices.
This is the page on the bmi site that you need to look at in the future to see how to earn miles. This lists the various fare codes for each of the partner airlines along with the relevant earning multipliers.

On the Air Canada site when you have gone through your schedule, it will take you to a review flight details page. It will show the fare type on this screen e.g. Tango Plus L as well as in a link down the page marked 'Fare Rules'. For the above example, the Tango Plus fare I just checked books into L. You can then check the L fare on Air Canada on the above bmi link. In this case it earns 1x miles.
If you check your original flight reservation, it will probably have the fare code on the confirmation. Check this against the bmi table above. If it isn't shown as an eligible earning code, then you won't get any miles. Similarly if you unchecked the 'earn miles' link on the Air Canada site to save £7, then that downgrades your fare to not earn miles. I believe others have had this problem in the past where Air Canada then refuse to give miles to other programs as a result. I suspect this may be what has happened in your case.
Chalk it up as a learning experience and move on. bmi are not to blame for your lack of miles from the sound of it.
