I faced this dilemma last weekend, as well, but on United to SLC from DC. I ended up just putting my ski boots in my rollaboard (I also don't own a boot bag.) It definitely isn't clear what precisely is accepted, but there is such a thing as a boot bag that goes with a ski bag.
