Some other options would be to try another airline such as WN from MDW.

Since FLA is a popular spring break destination UA probably only had a few seats in the cheap fare buckets and they were all booked a while ago.

Did you check flying into MCO and driving to TPA? it is only a 90 min drive and MCO is usually cheaper than TPA.
