But even with this plan you might get a terrible result. The place and everything surrounding it is infected and cursed. So you need to be very precise in your requirements.

But make sure that work is properly done. Don't only remove the buildings, but also the luggage delivery system, the IT infrastructure, the roads, the tarmacs and their light systems, the taxiway signs (the only ones in the world which are wrongly placed). Yes. And make sure the next team is not appointed by the some corrupt and nepotist bunch, otherwise we'll end up with the same mess.

Norman Foster for the architecture. But get the Swiss or the Japanese to think about the "functional" side of matters, and get the Scandinavians or the Germans to build the place (remember Terminal E: nice architecture, but ...... quality).

Make sure the contracts say that people must be awake at work, have a minimum IQ of 90, have some basic manners and a minimum level of politeness, speak both French and English correctly, understand they are there to help and serve. Contracts should also stipulate that this is an airport, where pax' belongings are not a help-yourself-and-your-cousins supermarket, and where people are employed and promoted by merit, not because they come from the same "bled". AND: put in the contract a threshold for strike action. For any day of "silly" strike (e.g. 3 day walkout because the coffee machine is not replaced immediately by the employer, blocking of runways because the light on their desks is too bright, sabotaging the check-in counters because the new uniforms have ties that are a lighter shade of blue, etc) they will receive one week less salary.

Make sure "proper" is defined as:
  • Running with a punctuality of >97%
  • Not stopping at Bidonville-sous-Bois and Ghetto-les-Pavillons
  • Ending at somewhere meaningful in Central Paris, i.e. not only at Gare du Nord (don't make that HEX Piccadilly mistake)
  • Clean, where "clean" is defined not by the cleaners and their cultural origins, but by the pax using the train
  • Frequent service
  • Proper information to pax in the terminals, in the station, on the platform, and on the train
  • Possibility to purchase electronic tickets on internet, iPhone, Blackberry

Let's not forget that in terms of organizing public transport France is a Tier 2 country (my own definition of tiers, but widely shared by professionals in the transportation industry)
