If the partner specifically does not fly to the city on their own metal, I am unaware on how one can 'force' the partner into allowing seats to be used for award purposes. So short answer this will not work. It sounds like AMS-NBO is operated by KL, so if there is space available, then it would work to that destination, but you would have to spring for the additional airfare NBO-KGL.

Looks like its a relatively short flight, so shouldn't be too expensive, and you probably can interline your baggage too ^ [Depending on the carriers specific agreements]
