I believe that it originated during the gas "crisis" of the mid 70s, TV ads took to touting the mileage of the cars, always with the disclaimer that "your mileage may vary"
i.e., "that's the mileage we achieved in a very controlled test, but there's no way you're ever going to see that mileage in actual driving."
